A feature unique to General Murtala Muhammed's Supreme Military Council, compared to that of General Yakubu Gowon, was the exclusion of military governors from the council. General Murtala Muhammed's regime, which came to power in 1975, restructured the Supreme Military Council (SMC) to exclude military governors from its membership. New appointed military governors were not given seats on the supreme military council, but instead were expected to administer federal policies handed by Murtala Muhammed.
